The Head of Finance guides and manages all internal and external financial transactions of VGU and its research centers and institutes; continuously develops and implements policies and regulations for the entire University, and is supervisor to all staff in the Finance Department, including Accounting Unit. The area directed and responsibilities therein comprise but are not limited to:
-Responsible handling and supervision of all external and internal financial transactions.
-Further develop the concept for an internal budgeting following the principles of the “New Public Management”.
-Create business plans plus additional short and medium term financial plans.
-Continuously develop the accounting based on common commercial principles.
-Supervise the budgeting and reporting of the World Bank financed development project.
-Internal expert who can be consulted on all matters of finance, e.g. balancing, valuation, contracting, etc.
-Preparation of the budget plan, monthly and annual financial reports and statements.
-Ensuring that all Vietnamese laws and regulations regarding the budget are adhered to. Furthermore, guidelines and regulations set by Vietnamese and German cooperation partners should be continuously implemented.
-Provide consultation and get involved in contractual matters as appropriate.
** Qualifications & Experience
-Hold at least a master university degree in Finance, Accounting, Business Administration or related fields.
-Having studied abroad for at least 2 years.
-At least 6 years of working experience in the public sector in all areas of the position's descriptions, thereof at least 3 years in a managing position. Working experience in the field of Higher Education is a plus.
-Chief Accountant Certificate is necessary; additional professional certificates especially in the field of Management Accounting will be a plus.
Proven management and leadership competence in the described or similar areas.
Extensive and in-depth knowledge of finance software and pertinent management software.
-Being fluent in English, both spoken and written (at least IELTS 6.5 or equivalent). German language skills are an asset.
-Computer literate and experienced, especially in MS Office. Experience in Finance / Controlling-modules of an ERP System (e.g. SAP) is an asset.
-Proven experience with local laws and government regulations related to State Budget Law, VAS and IAS.
-Excellent written and spoken communication skills, incl. negotiation and persuasion, and advanced presentation skills.
-Distinct social and intercultural competencies; Eagerness to learn and adapt into a new, developing environment.
-Proven leadership skills with the ability to manage change with strong results-orientation.
-Creative, initiative, proactive and can-do attitude; Critical thinking
-Advanced time management and organizational skills
-Ability to integrate into teams

The successful applicant will work on a full-time position, initially fixed for 1 year with the option to be a permanent employee if successful in that role. This post may require the employee to occasionally travel to other locations in Vietnam. The qualification orientated, attractive salary is above sector-average.
